Access to Patient and Family Bill of Rights
You have the right to receive a written copy of the Patient and Family Bill of Rights from the reception, registration office, or Communication and Customer Relations Office. If you do not understand them, you may contact the Administrative Officer in the Health Center or call the Toll-Free number 800342 (800DHA) for assistance, including interpreter support if available.
Respect for Personal Values and Beliefs
You have the right to receive impartial care that respects your personal values and beliefs without discrimination, in accordance with DHA rules and regulations.
Right to Comprehensive Medical Care
You are entitled to receive comprehensive medical care aimed at reaching an accurate diagnosis and appropriate treatment for your illness or injury.
Emergency Care
You have the right to receive immediate medical attention in case of an emergency.
Right to Know Your Care Provider
You have the right to know the name and specialty of the physician responsible for your care.
Language Assistance You have the right to request an interpreter (if available) when language is a barrier to understanding the details of your medical care.
Presence During Examination You have the right to request a person of your own sex to be present during certain parts of a physical examination, treatment, or procedure performed by a healthcare professional of the opposite sex. You also have the right not to remain disrobed any longer than necessary for medical purposes.
Participation in Care Decisions You have the right to participate in your care planning and decision-making. DHA encourages patients, parents, and legal guardians to be involved in developing and implementing the treatment plan in coordination with doctors and nurses.
Access to Medical Records Upon request, you can obtain a medical report and copies of your test results from the medical records department. Applicable charges will follow DHA rules and regulations.
Privacy and Confidentiality You have the right to privacy during all examinations, procedures, and treatments. All your personal and medical information will be treated with strict confidentiality.
Choice of Treating Doctor You may choose your treating doctor based on availability. You also have the right to request a change of doctor by providing a valid reason.
Refusal of Treatment You have the right to refuse treatment. Your treating doctor is required to inform you about the medical consequences of your decision. A refusal form must be signed to document your decision.
Restricted Access to Your Care You may refuse examination or access to your treatment details by anyone not directly involved in your care. Others must obtain your prior permission to be present during case discussions, examinations, or treatments.
Protection from Abuse You have the right to be protected from any form of physical, verbal, or psychological abuse during your treatment.
Organ Donation Information If you are considering organ donation, your treating doctor will provide information about the donation process, including any potential benefits and risks.
Escort by a Family Member or Guardian Depending on your health condition and DHA rules, you may have a family member or guardian accompany you. However, certain units may restrict this due to medical reasons.
Transfers Between Facilities If a transfer to another medical facility is required, you will receive a complete explanation of the reasons, related responsibilities (financial or administrative), and available alternatives. The current facility will coordinate with the alternate center and ensure approval is obtained before the transfer.
Itemized Billing Upon request, you are entitled to receive an itemized bill explaining all charges, whether paid by you or another party.
Feedback and Complaints You have the right to provide suggestions, complaints, or comments regarding services. Contact the Communication and Customer Relations Office (Toll-Free: 800342).
Viewing Your Medical Records You may view your medical records under the supervision of your treating doctor or authorized medical staff, in accordance with DHA regulations.
Pain Management DHA is committed to providing appropriate pain assessment and management based on evidence-based practices. You will be informed about all related aspects of your pain management plan.
Participation in Research
If DHA conducts any research related to your treatment, you will be fully informed about the benefits, risks, alternatives, and research protocol.
Participation in such research is voluntary and requires your written consent.
You may withdraw from the research at any time without affecting the quality of medical care provided to you.
End-of-Life Care DHA is committed to offering dignified and compassionate care for terminally ill and dying patients, respecting their unique needs, in line with DHA rules and regulations.
Being a valued patient in Dubai Health Authority, you and your family have the following responsibilities:
Respect the Health Center's rules and regulations.e.
Show consideration for others and deal with other patients and staff with respect.
Respect the privacy and comfort of other patients.
Provide complete and accurate information about present complaints, past illness, previous hospitalization and treatment, and any known allergy.
Follow the treating doctor's instructions.
Give your written General Consent for treatment at DHA upon visit to the Health Center.
Give your written informed consent before any minor surgery, anesthesia or any other procedures that entail your written consent (according to DHA rules and regulations); after receiving all information that you may need. This must include the procedure benefits, available alternatives and all possible risks (if any).
Hold the responsibility for refusing or not following the treatment plan, after being informed of consequences.
Avoid delay in taking appointment from the Medical Records section, as soon as it is requested by the doctor.
Attend the appointment on time. If you want to cancel it, inform the Medical Records Section 48 hours in advance.
Respect the priority given to emergency cases.
Observe safety regulations including the no-smoking policy, maintaining the cleanliness of the place, hand hygiene, etc.
Ensure that financial obligations due for DHA are fulfilled promptly (if any).
Give requested samples and attend medical check up on time.
Avoid bringing valuables personal belongings to the Health Center. The Health center will not be held responsible for damage or loss of such belongings. However, in emergency cases, you must notify nurses and give them these valuables in the presence of the Health Center's security staff against duty signed special forms.
You must keep a copy of this form and verify the recipient's official identity. The Health Center management is not responsible for any consequences resulting from non-adherence to above instructions.
